Bylaws revisions, once finalized, will be posted on the council’s website, www.southfidalgo.org, The vote on the final wording for the new bylaws will be at a special meeting at 6:30 pm on Wednesday, August 26, at the Dewey Beach Fire Hall on Hwy 20 at Deception Rd. The public is encouraged to attend.

Council members in attendance: Tom Carson, Jan Hersey, Harold Harrington, Cyndi Walters, Robert Atterberry. Leigh Sawyer was excused.

Introductions were made.

Guests: Rich Bergner backyard wildlife habitat, Carol and Richard Hahn (and Chloe)

Call to order:

Chair Jan Hersey called the meeting to order at 6:40 pm.

New Bylaws:

Jan summarized what the council has been doing to amend our bylaws and stated that now it was time for us to take action on them.

Harold explained several small changes since circulation of the most recent draft of the amended bylaws:

Chapter I. Council Composition, Section 2, paragraph two, sentence two:

My v6.2 says "new terms shall commence at the first Council meeting following the fall Annual Meeting." I believe the issue here was making it so all council members served until the first mtg of the next council, not just the officers.

Chapter III Council Duties and Powers, section one, sentence one:

Replace "operating policies" with "policies and procedures."

Harold moved to accept these bylaws with the above changes as the bylaws of South Fidalgo Community Council. Robert seconded. Motion carried 5-0

Tom moved that, under the powers now granted to the council under the new bylaws, the current council stay in office without filling the vacant seats until the new 2009-2010 council convenes its first meeting. Harold seconded. Motion passed 5-0.

Tom went over the new election schedule. The new council will have nine members. the first year, terms will be staggered This year there are 7 seats up for election: Two in Dewey, two in Fidalgo, one in Rosario, and two at-large. (The two carry-over Council members both reside in Rosario precinct. One will hold one Rosario seat; the other will assume an at-large position.)

In 2016 the 6 year cycle repeats.

Two precincts and one at-large position each year will be up for election starting with 2010.

The above election schedule was approved.

Treasurers report:

We have a balance of $523 with one bill outstanding for $20 filing fee and one check outstanding for $25.00 for Meeting space rental. We also have $350 in the bulk mail account that was left over from the save south Fidalgo permit and it can only be used for a mailing under our non-profit bulk mail number.

Jan went over the election schedule details. Two voting methods:

  • Mail-in (including name, address, signature on a tear-off section of ballot; or in a second envelope (voter's option)
  • Polling place: Robert will check with the depot as to availability and hours. Voter would sign the voter validation sheet and show ID.
  • Bulk mailing: we will mail a postcard with election details to every household in the three precincts.

Sept. 9th:

  • Regular council meeting at Deception Pass State Park Headquarters. 6:30pm
  • Review of draft ballot materials

 Sept. 14:

  • Last day for voter registration for SFCC election

 Sept 18

  • Deadline for candidate filing

 Week of Sept. 21

  • Post candidate statements & ballot materials to the website.
  • Distribute ballots to selected sites.

 Week of Sept. 28

  • Candidate forum-Robert will check on available date at Dewey Fire Hall

 Oct. 10:

  • Voting day
  • Mail-in ballots must be postmarked by this date.

 Oct 15 SFCC Annual Meeting:

  • at Rosario Beach Walla Walla station?
  • Tom will check on the price and availability.

 Nov. 11:

  • Tentative date for first meeting of the new council.

Annual meeting: potluck with booths set up with different groups having displays.
